Title: Flood Risk Management in the Age of AI: Towards an AI-Augmented Training, Communication, and Decision Support

Abstract: As climate volatility intensifies and urbanization expands, the traditional toolkit of the floodplain manager—static maps, historical data, and manual coordination—is struggling to keep pace with the dynamic nature of modern flood risk. This presentation explores a paradigm shift in Flood Risk Management (FRM) driven by the convergence of three transformative technologies: Digital Twins, Metaverse, and Agentic AI. We argue that the future of FRM lies not just in better data, but in the creation of “living” systems that can simulate, communicate, and act. First, we examine the evolution of Digital Twins from static 3D models to dynamic decision support systems. We will demonstrate how Digital Twins enable continuous scenario testing for mitigation infrastructure, allowing communities to visualize the cascading impacts of land-use decisions before ground is broken. Second, we address the critical challenge of stakeholder engagement through Metaverse. We discuss how immersive metaverse environments allow residents and officials to “experience” potential flood scenarios in their own neighborhoods.
This experiential learning fosters deeper understanding and empathy, transforming abstract risk probabilities into tangible community action. Finally, we introduce Agentic AI—autonomous systems capable of pursuing goals with limited human intervention—as a force multiplier for response and recovery. Unlike passive chatbots, AI agents can actively coordinate logistics, process damage assessments from drone imagery, and optimize resource allocation during the chaotic initial hours of a disaster. We will discuss the governance frameworks required to deploy these agents safely, ensuring they augment capabilities of floodplain managers rather than replace human judgment. Attendees will leave with a roadmap for integrating these technologies into their local programs, moving from reactive management to proactive, AI-enabled resilience.
